Could someone explain to me the difference between the act of prostitution and soliciting prostitution?

My lecturer just said it’s not the act of prostitution, but soliciting prostitution that is more often the crime.
What’s the difference?
Soliciting: “I will give you sex for x amount of pounds.”
Act of: Actually doing the deed.
Soliciting is offering your services, negotaiting; the act is the actual performance of the sexual favour(s).
The act of prostitution is actually paying some one for sex. The act of soliciting prostitution is going out and looking for some one to have sex with and offering money for sex.. Onece you have found that person you offer money to them for sex. The actual act of sex has not happend but the intention it there.I hope this will help you understand the differance. Good Luck.
Think of soliciting as the negotiations between the john and the prostitute prior to any sexual contact. Offering money for specific sexual acts (as a john might do), or stating a price for sexual acts (as a prostitute might do) are both soliciting.
Soliciting is stage where most men are charged with a crime because they get caught in police stings. As soon as they say what they want and indicate they’re OK with the price, they’re arrested for solicitation.
