How to find pros & cons about local area?

I am looking at an apartment in an area of town which historically (20 years ago) attracted prostitutes and was renowned as being the cities ‘red-light district.’

Now, the area has made significant improvement, to the extent that it is the city’s finnancial hub, has the city’s only five star hotel and has attracted succesful international business investment.

My concern is whether the area still attracts prostitutes and I don’t know who to ask? Would I approach the police? Local government? What ideas do you have; anything except driving up to random woman in the street and asking them personally?

To my impression, Shinjuku is a red light district in Tokyo and some shopping, but can I know where to get to try very authentic local Japanese foods?
