I have a four hour layover in Amsterdam on my way back from Kandahar to Toronto. Will that be enough time to do anything?

No. 4 hours is not enough for a visit to the center of Amsterdam.
For international flights, you need to be back up to 2 hours in advance – so effectively you have 2 hours. Takes about 30 minutes to get to the train, about 20 minutes by train – and 10 minutes to get to the Red Light District – leaving you with 1 hour – which you will need to get back to the airport.
To do a quick visit, i recommend at least a layover of 8 to 10 hours.
For now, bring a good book to read.
